The Financial University under the Government of the Russian Federation recently published its final study on the quality of life in cities with a population of more than 250 thousand people for 2020. According to the document, the city of Togliatti took the second place among the cities where there is the most favorable environment for creating and doing business. Only Nizhniy Tagil was ahead. Next in the ranking are Naberezhnye Chelny, Vladikavkaz and Cherepovets.

Experts associate the growth of investment activity in the auto city with the creation in 2010 in the territory adjacent to the city of a special economic zone of industrial and production type (SEZ). In 2020, Prime Minister Mikhail Mishustin signed a decree of the Russian government to expand the boundaries of the Togliatti urban district, according to which the Togliatti SEZ was included in the boundaries of a single-industry town. This decision allowed SEZ residents to gain access to state support measures provided for single-industry towns, in particular, the connection of engineering infrastructure and available credit and borrowed funds provided by the Single-Industry Town Development Fund. In March 2016, the Tolyatti Advanced Development Area (TASED) was approved, which also contributes to the improvement of business activity.

The fast dynamics of growth in the number of SEZ and TASED residents is due to the large and structured work done by the government of the Samara region and the city authorities.
